DESIGN AND IMPLEMENTATION OF A COMPUTERISED TRAFFIC OFFENCE DOCUMENTATION SYSTEM. (A CASE STUDY OF FEDERAL ROAD SAFETY COMMISSION, ENUGU)



ABSTRACT

The road safety commission has always over the time has a way of documenting issues that has to do with road users and offenses committed by road users. Man has always violated laws that has to do with driving over the years because of several circumstances which might be his fault or not.
So to manage all of all this events and occurrences in road and road use; the government has to set up a body to handle the affairs that has to do with drivers and car owners to ensure a proper use of the roads and vehicles.
Every crime committed as a result of breaking traffic laws has to be recorded, and documented. In this modern technological driven age, computerization of many sectors of government bodies are inevitable because of the ever increasing demand for change and digitalization. Hence our work here help to solve that problem of digitalization with respect to the traffic offense documentation making reference to road safety commission.


CHAPTER ONE

INTRODUCTION

1.0      INTRODUCTION
          Gone are the days when we use to write and document every detail at our work place and at home by writing alone. The world today has gone digital. And that means that everything has gone speedy and computerized. The computer system has revolutionized the way the normal office functions and activities are being carried out, ranging from data entry, data analysis processing and rendering. People want their information to be digitalized for several relevant purposes.
Computer data processing is of great importance in the modern world and increasingly computers are being applied to the solution of industrial, commercial mathematical and scientific problems.
          In recent times, there have been need growing need to computerize the operations of big establishments both public and private to increase their overall efficiency. This is achieved by using computer to store, process, and retrieve information as well as generates report. These computers make use of application packages, that is; a computer program and manuals designed to cover all aspects of particular task in realizing the objective. It is now widely accepted that the coordination of all complex functions of an organization is greatly assisted by en efficient data processing and documentation system.
          The size and volume of work of the road safety commission of Enugu State, they are of no exemption as there is need to computerize their operations. Apart from other advantages, this will now replace the manual process of documenting vehicles that offend road rules by breaking the traffic law, and enhance the effective punishment due. Since the computerized mode of operation is flexible and accurate, record keeping is ensured, it will give the management of the road safety commission enough time for planning and decision- making rather than being immersed in the detail of routine functions.

1.1   BACKGROUND OF THE STUDY

Around the world road traffic injuries are a major public health challenges that requires concerted efforts for effective and sustained prevention. An estimated 1.2 million people are killed in road crashes every year and many as 50 million supper injuries. The world health organization believe that these figures could increase by more them half over the next 20year unless there is a firm commitment to road safety and accident prevention, especially in Nigeria, most adult will know of someone who has been killed or injured in a road traffic accidents. It is a clear fact that many of these accidents and their consequences could be avoided.
          Therefore this project, computerized traffic offence documentation system will help to keep records of all traffic offences committed by road users and also maintain the databases of the commission (F R S C).

1.2     STATEMENT OF THE PROBLEM
Since the history of the federal Road safety commission, the body has undergone several problems that occur in activities like proper staff information documentation, system of traffic offence documentation, effort in documenting these road offenses and the offenders, and a host of other related issues. All these can be easily fixed and hastened by the introduction of a computerized system to handle all of these activities without the waste of precious time.
These factors therefore necessitate the implementation of a computerized traffic offense documentation system service in other to overcoming the shortcomings that the commission has experienced without computerization of its processes which is a critical component of its information technology strategy. By giving the commission a computerized documentation system, we will be able to leverage the various diversities that digitalization can provide. Equally, the statement of the problem of the work is also being:
i.                   Time: going by the present system of operation, time is consumed in the manual handling of operation involves in road traffic documentation.
ii.                 Cost this is the greatest problem of the federal Road safety commission. The commission tends to lose a lot of money running the agency manually.
1.3     PURPOSE OF THE STUDY               
This study is designed to help federal Read safety commission to document all road traffic offences incurred by the road users.
This study also tries to give an in-depth looking in the easiest and most effective way for the growth and development of the federal Road safety commission of Nigerian in order to control and render its activities to the Nigerian and other coteries.
1.4     AIMS AND OBJECTIVES OF THE STUDY
The objectives are as follows:
                    i.                        To provide better services to the public and users.
                  ii.                        To keep records that are compact, integrated and up to date.
                iii.                        To produce a system where information and output report will be produced or made available much faster more accurately and more detailed to the commission and the public (Road users).
1.5      SCOPE OF THE STUDY
This study is strived at finalizing how effective the computerization of Nigerian Road safety commission will improve the operation of the commission.
          However, the research project is limited to traffic offence documentation section.

1.6     LIMITATION OF THE STUDY
The research of this work is limited to the road safety commission Enugu state.
Many limitations encountered, were in the process of gathering information for the development of this project work to this extent.  It was not an easy one, so many constraints were encountered during the collection of data.
The limitation focuses of the following constraints;
i.          FINANCIAL CONTRAINTS: the cost of sourcing for information and data that are involved in this work is high in the sense that we all know that information is money.
ii.       TIME: A lot of time was involved in writing and developing this work.

1.7      DEFINITION OF TERMS
       I.            Information-This is the assemblage of data into a        meaningful form.
    II.            FRSC: Federal Road safety commission a body responsible for the control of Road users in the country Nigeria.
 III.            Data- it is unprocessed information.  
IV.            Computerization: - refers to the application of computer in performing operations.
   V.            Information Technology (IT): Is the application of computers and telecommunications equipment to store, retrieve, transmit and manipulate data,
VI.            Computer Program: Is a sequence of instructions, written to perform a specified task on a computer.
VII.            Digitalization: This is a process of correcting information from manually to digital or automated formats in this format information is organized into discrete unit also know as bits of data.
